Drawing on nearly three years of ongoing research with students, parents, study abroad counselors, and university representatives, the report maps the latest shifts in the Chinese study abroad market as the sector emerges from the pandemic, and offers guidance for U.S. institutions shaping their recruitment strategies in China.

Overall Enrollment Rebounds, but China's Share Continues to Decline
The report finds that U.S. colleges and universities hosted 948,519 international students in the 2021/22 academic year, up 3.8% from the previous year and ending two consecutive years of decline. Graduate enrollment grew 17% to 385,097 — surpassing undergraduate enrollment for the first time in a decade and exceeding pre-pandemic levels.
Despite the overall rebound, the number of Chinese students enrolling in the U.S. fell 8.6% (a smaller decline than the prior year's 14.8%), pushing China's share of total international enrollment down to 30.6% — though it remains the top source country. China and India together account for more than half of all international students in the U.S. Meanwhile, tightening visa requirements and strained bilateral relations have pushed more Chinese students toward the UK, where their share rose to 41%.
Graduate Demand Rises as STEM Fields Continue to Dominate
Math and computer science overtook engineering as the leading field of study among international students in the U.S., with business and management close behind. Most international students continue to gravitate toward STEM fields, largely due to their association with H-1B visa eligibility and stronger job prospects after graduation.
Survey Findings: Rankings Matter More, Students Grow More Cost-Conscious
HYP Global's 2022–2023 Master's Study Abroad Consultant Survey, conducted in March 2023, collected 67 valid responses, 56 of them from counselors with more than five years of industry experience. 62 respondents (93%) said students are placing greater importance on global university rankings, followed by tuition cost (ROI) and location/graduate prospects. On specific rankings, the influence of the U.S. News rankings is fading, while the QS World University Rankings continue to gain ground in China through dedicated local marketing efforts. Domestic Chinese rankings remain widely cited due to their direct ties to policies such as household registration (hukou) and state-owned enterprise hiring, while the Times Higher Education (THE) ranking carries comparatively limited influence in China. The most sought-after master's programs, in order, were financial engineering, business analytics, business administration, marketing, humanities and social sciences, and computer science/software — continuing the broader trend toward STEM-oriented fields.
U.S. Institutions Deepen Their China Presence as Canadian Universities Enter the Race
The report finds that more than 30 of the top 50 U.S. universities now maintain an office or campus presence in China, and over 150 institutions engage in Chinese admission marketing through partnerships or representative agencies. Among the top 50 universities, 30% (15 institutions) work with partner agencies or representatives, as do 50% (40 institutions) of those ranked 51–130, with admission marketing fees averaging 10–20% of tuition. Notably, Canadian universities — including the University of Ottawa and Queen's University — have begun actively establishing partnerships and representation in China, signaling growing competition in the market.
Outlook: Strong Domestic Demand for Advanced Education Amid Ongoing Challenges
China's National College Entrance Examination (Gaokao) drew 11.93 million registrants in 2022, with roughly 12 million expected in 2023, while approximately 4.74 million students registered for the 2023 national postgraduate entrance exam, which has an admission rate of about 16%. This continued domestic demand for higher and advanced education remains a strong pipeline for U.S. institutions, though recruitment in China still commonly faces three challenges: insufficient applicant volume, mismatches between applicants and programs, and low yield/conversion rates — alongside broader issues around commission dependency and internal competition among partner institutions.
