China Remains the Top Source Country for U.S. International Students for the 15th Consecutive Year

The report notes that China has been the largest source of international students in the U.S. for 15 consecutive years since 2009. In the 2022/23 academic year, Chinese students accounted for 27.4% of all international students in U.S. higher education (approximately 289,000 students) — a slight decline from the prior year, but still well ahead of India, South Korea, and other source countries.

Two Decades of Enrollment Shifts: Four Distinct Phases

The report divides the past two decades of Chinese student enrollment in the U.S. into four phases: an “Emergence” phase (2000–2006) marked by slow initial growth; a “Golden Age” (2006–2016) of rapid growth, up 65% and peaking above 300,000 students; a “Boom” phase (2017–2019), which saw numbers rise sharply to a historic high of 372,000 before cooling; and a “Post-Pandemic Era” (2019–present), in which enrollment fell back to roughly 290,000 amid COVID-19 and U.S.–China tensions.

Study Abroad Services Market Continues to Expand, Projected to Reach $83.6 Billion by 2026

According to the Qianzhan Industry Research Institute, China's study abroad services industry was valued at roughly $61.3 billion pre-pandemic (2019), recovering to $40.3 billion in 2021 and $46.1 billion in 2022, with the market projected to reach $83.6 billion by 2026.

Study Abroad Agencies Thrive as 74% of Applicants Choose to Work With One

The report finds that the number of study abroad agencies nationwide grew 360% between 2016 and 2019 (source: Tianyancha). Today, 74% of self-funded study abroad applicants opt to work with an agency, while only 15% pursue a DIY approach (source: New Oriental's 2023 China Study Abroad White Paper), driven by factors including middle-class families' willingness to pay, information barriers, and the convenience agencies provide. A representative mid-sized agency, for example, serves more than 200 clients annually across eight major service categories — from test prep and school selection to application writing and background enhancement — supported by six different tutors per student.

At the same time, service fees and application complexity have both risen steadily: from a DIY-dominated “Emergence” phase with fees under $1,000, to five universities/1–2 programs starting at $1,000 in the “Golden Age,” six to eight universities starting at $5,000 during the “Boom,” and now 8–12 global applications across at least two programs starting at $12,000 in the “Post-Pandemic Era.”

Post-Pandemic Era: Multi-Country Applications Become the Norm, Safety Concerns Top the List of Barriers

58% of students now apply to multiple countries simultaneously to ensure a stable study plan (source: China Institute of College Admission Counseling, ChinaICAC, 2023 survey). According to China's Ministry of Education, a cumulative 6.56 million Chinese students studied abroad between 1978 and 2019; of these, 1.66 million remain abroad studying or conducting research, 4.9 million have completed their studies, and of those who completed their studies, 4.23 million (86.28%) chose to return to China for their careers.

On safety, campus and personal safety concerns (76.9%) rank as the top worry among students considering studying in the U.S., followed by high tuition and living costs (42%), drug and party culture (43.5%), deteriorating U.S.–China relations (41%), and difficulty finding jobs abroad or upon return (28.2%) (sources: the 2023 Open Doors report and the “Baba Zhen Bang” international education family report).

Strong 2024 Admission Results for U.S. Graduate Programs

The report cites New Oriental's 2024 application season data showing its graduate applicants collectively secured 10,044 offers from U.S. institutions, including 6,281 from top-30 programs and 1,714 from top-10 programs, spanning schools such as Princeton, MIT, Harvard, Stanford, and Yale — underscoring that competition for top-tier programs remains fierce even as overall outbound numbers face pressure.

U.S. Institutions Step Up Recruitment in China Through Four Key Models

The report identifies four primary models U.S. institutions are using to attract Chinese students: partnering with third-party agency networks (such as Kaplan International, INTO, and Shorelight); launching innovative pathway programs, including HYP Global's own Pre-Master's Boot Camp (PMBC), now offered in partnership with institutions such as Clemson University's College of Engineering, Lehigh University's College of Business, and Santa Clara University's Leavey School of Business; selectively lowering admission requirements for well-matched applicants (as seen in business analytics master's programs at Duke, Johns Hopkins, and Columbia, among others); and adapting curricula to match student preferences, with UC Berkeley, UIUC, and UC San Diego launching new computer science/data science schools, and NYU, Johns Hopkins, and UCLA introducing new programs focused on business analytics and artificial intelligence. Public universities such as Stony Brook and UConn, as well as UK and Australian institutions, are also stepping up recruitment investment.

The report concludes that despite geopolitical, safety, and economic headwinds, the Chinese study abroad market remains resilient, with particularly strong demand at the graduate level (62% of students, per Open Doors 2023 and New Oriental's 2023 China Study Abroad White Paper).
